The record
The Treasury Decisions family is the first administrative family the Society ingested under a fully discovery-driven pipeline. The methodology begins with longlisting from the official publication vehicle, proceeds through editorial classification and freeze, and only then authors the approved authorities under the identity, boundary-integrity, and source-audit gates.
“Discovery generates the longlist from objective criteria. Editorial classification records the reason each authority is included, deferred, or excluded. Only then does authoring begin.”
Consequence for later families
Every subsequent administrative family — Revenue Rulings, Internal Revenue Bulletins, IRS Notices — follows the same seven-stage pattern: discovery, editorial classification, freeze, relationship validation, authoring, verification, family-baseline freeze.
